Fantasy Sports Competition at the Oaks Casino in New Jersey

With plans to legalize sports gambling pending in federal court, New Jersey allows casinos to offer daily fantasy games as an alternative.

The state’s gaming executive released a regulation that establishes standards for casinos to provide fantastic sports games from Apr. 22. The casino charges guests admission fees and allows them to pay their jackpot through a casino cage, but the activity is not considered gambling.

It’s too early to say how these fantasy games will affect sportsbook operators in Las Vegas.

“I’ve read the rules and I have to digest them to see what opportunities look like,” said Joe Asher, CEO of William Hill U.S., based in Las Vegas, who operates 160 sportsbooks and kiosks nationwide and is a risk manager for parlay betting on National Football League games in the Delaware Lottery. “But obviously it’s a step in the right direction.”

At the opening of William Hill’s sports book Tuesday at the Plaza in downtown Las Vegas, Asher said, “The focus is on litigation and where litigation is going.”

New Jersey’s attempt to overturn a federal court ruling that prevented the state from authorizing sports betting is heading to the U.S. Court of Appeals in Philadelphia.

U.S. District Judge Michael Sheep issued a permanent restraining order in February prohibiting the state from approving and regulating sports betting. New Jersey Gov. Chris Christie says he intends to appeal the case to the U.S. Supreme Court if necessary.

Asher said he wasn’t surprised that the state lost in the district court. He said that no one should be surprised if the state lost in the U.S. Court of Appeals. But he said he thought the state had a good chance of winning the Supreme Court.

“The fundamental point is that sports betting should be allowed,” Asher said.

He said illegal industries run by criminals continue or there are legitimate markets that are regulated and taxed.

“That’s what we can choose,” he said, “and we can’t stop people from betting on sports.”

William Hill released his latest sports book on Tuesday as he continues to invest millions in upgrading the facilities he acquired in June, completing a $49 million acquisition of American Wegering Inc., Brandy Wine Bookmaking LLC and Club Cal Neva.

Asher said the upgrade to Plaza’s sportsbook was “very dramatic.”

The redesigned sportsbook features 75 television screens, 25 tall and low tables with seats, 37 viewing karel, and 12 shelves on a wobbly counter. The sportsbook in the Plaza features William Hill’s blue, yellow, and white designs.

Asher described the facility as the company’s leading sports book in downtown Las Vegas.

Asher said, “This book in Plaza has a rich history as the oldest sports book in continuous operation in Las Vegas since 1975.”

It was inevitable for former Las Vegas Mayor Oscar Goodman to make an appearance at the opening ceremony. Cynthia’s line was normally welcomed with a ribbon cut, but there was no one to accompany her two favorite showgirls and her usual Bombay Jean Martini.

Goodman’s $200 bet slip in the NCAA basketball tournament was a 13-point win over 15th-seeded Florida Gulf Coast and 13th-seeded Georgetown, a 9-point win over 13th-seeded New Mexico State, and a 3-team parre with 13 points over 13th-seeded Montana and 4th-seeded Syracuse.

Goodman’s initial choice of St. Louis to win the national championship quickly turned upside down in favor of his hometown team, the University of Nevada in Las Vegas.
